Drupal for Dubai — built for a market that compares you against the best in the world

DMCC traders, DIFC-regulated firms, mainland enterprises and government-linked entities in Dubai are judged against global digital standards before lunch. A CMS that can't handle multi-editor governance, genuine Arabic publishing and a security review isn't a shortcut here — it's a liability. We've built and migrated Drupal in this exact market since 2004.

Why Dubai's institutions run on Drupal

Dubai runs the most contested digital market in the region, and that pressure reaches institutional websites as much as it reaches e-commerce. Government-linked entities, DIFC-regulated financial firms, DMCC trading and distribution groups, and large mainland enterprises all publish to a bilingual, high-expectation audience — and increasingly face the same procurement, security-review and data-protection scrutiny that used to be reserved for the public sector alone.

The city's structure adds its own complexity. A DMCC commodities trader, a DIFC-regulated firm and a mainland retailer sign contracts differently, hold data under different obligations, and expect a supplier who already knows the difference rather than discovering it mid-project. Separately, a large share of Dubai's existing Drupal footprint is still running Drupal 7, which reached end-of-life in January 2025 — meaning newly discovered vulnerabilities are published but never patched, a real exposure sitting quietly behind a still-functioning homepage.

VOX GCC has delivered technology in Dubai since 2004. For Drupal specifically, that means we scope builds and migrations against how your entity actually contracts — free zone or mainland — architect hosting and data handling to UAE PDPL from the start, and treat Arabic right-to-left publishing as a first-class layout rather than a translation plugin bolted on before launch.

What we deliver in Dubai

New Drupal builds

Government-linked, DIFC-regulated and mainland enterprise platforms on the current Drupal release — structured content models, role-based workflows and clean editorial dashboards built for how Dubai organisations actually approve content.

Drupal 7 and 9 migrations

Structured migrations onto the current release: content-model audit first, rehearsal migrations, reconciled content counts — closing the exposure an unsupported version leaves open.

DMCC and DIFC contracting handled

Agreements, invoicing and data-handling terms structured to your free-zone licence or mainland setup — the same way we've contracted across Dubai for two decades.

Arabic-first multilingual publishing

Mirrored RTL layouts, correct Arabic typography, language-aware URLs and search, and independent editorial workflows per language — Arabic managed as an equal, not an afterthought.

UAE PDPL alignment and in-country hosting

Deployment to UAE cloud regions with data residency addressed in architecture, plus documented data flows your legal and compliance teams can approve without back-and-forth.

Integration with your systems

Drupal's API layer connected to single sign-on, CRM and ERP platforms — so the site is part of your operation, not an island beside it.

Why VOX GCC in Dubai

1

Twenty years in Dubai's market

We've watched Dubai's digital landscape change since 2004 and know which approaches hold up under real scrutiny — and which look good in a pitch and stall at legal review.

2

Free-zone-aware contracting

Practical experience with DMCC, DIFC and mainland setups: contracting, invoicing, data obligations and the compliance expectations of regulated free-zone firms.

3

Enterprise CMS depth

We deliver CMS platforms for environments with real governance requirements — dozens of editors, legal sign-off before publication, integration mandates — not brochure sites.

4

Migrations without content loss

Content models are audited before migration code is written, migrations are rehearsed, and counts are reconciled — the discipline a decade of institutional content deserves.

Who this is for

Frequently asked questions

Can you contract with our DMCC or DIFC entity?

Yes. We've contracted with free-zone entities for years and handle the contractual, invoicing and data-protection specifics of each jurisdiction, including DIFC's own data protection regime, separately from mainland LLC agreements.

We are still on Drupal 7 in Dubai. How urgent is a migration?

Urgent. Drupal 7 reached end-of-life in January 2025, so new vulnerabilities are published but never patched. For a Dubai government-linked, financial-services or enterprise site, that exposure sits directly against UAE PDPL and sector-regulator expectations — and a responsible migration takes months, so the risk compounds the longer scoping is delayed.

Can our site and data be hosted inside the UAE?

Yes, and for government-linked and regulated organisations it usually must be. Major cloud providers operate UAE regions, and we architect deployments so regulated data stays in-country, with documentation your compliance team needs to approve it.

Do you build Arabic-English bilingual Drupal sites in Dubai?

Yes — it's core to our Drupal work here. Both languages are managed as equals: mirrored right-to-left layouts, correct Arabic typography, language-aware URLs and search, with editor training delivered in Arabic and English.

Can you meet on-site in Dubai for workshops or go-live?

Yes. Delivery runs remotely for most of the engagement, with on-site availability in Dubai for discovery workshops, editor training, go-lives and steering-committee reviews.

How long does a Drupal build or migration in Dubai typically take?

Three to six months depending on content volume, custom functionality and integrations. We start with a paid discovery phase that produces a fixed price and timeline before you commit to the full build.
