No — that perception usually comes from confusing an unmaintained Drupal 7 site with the platform itself. Modern Drupal (10/11) is a Symfony-based, actively developed CMS with a headless/decoupled option, regular security releases and a continuous upgrade model rather than the disruptive rewrites of the Drupal 7-to-8 era.
